Insurance brokers and agents represent certain carriers and sell insurance to consumers and businesses. They range in size from your local insurance agent with only a few employees to what in the industry are called the alphas, Aon, Willis, Marsh. Though, the basic structure is the same; licensed brokers providing multiple carrier options to insureds. The value add is in the fact that they work with multiple carriers so they can customize insurance options and price. This differs from say a State Farm agent, where they can only provide a quote from that one insurance company.
